The fullness is not an object that can be received, wielded according to the desires of the recipient, and passed to whoever the recipient desires. The only way the fullness can be received is through seeking, obtaining, and heeding the words of God until they become a part of you sufficient to change your very nature. No man can force you to attain the character of God. Not even God will force you to do that. Only the individual has the power to create the environment for this heavenly experience to occur. It is not externally governed. It is an internal process that is punctuated by recognition from heaven via a special dispensation of God's word.
